I say it depends on your gear ranking compared to the DPS in your guild. My gear is as good or better than everyone in my guild so I don't have any problems holding aggro no matter what they throw at me. In my current main tanking set I literally have 0 hit rating and about 335 block value. With a constant rage flow I can usually get between 800 and 1000 TPS. Granted, I would love to have more hit rating...I'm waiting for my KD, but I wouldn't sacrifice any mitigation stats for it. If you can hold aggro in the gear you have when your DPS is more or less going all out, why would you possible hurt your progression by dying faster? :o I guess I could be wrong, but that's the way I see it.

Now if your gear is only average compared to a lot of the DPS/Healing in your guild then maybe you do need the added threat, but I agree, do it with Block Value because it is not only better for burst threat, but it also helps mitigate a bit more dmg over time.

Also, I find the most important job a tank has as far as threat goes in a boss fight is lasting long enough after that initial pull in order to generate more threat than that big crit heal you're going to need when the boss pounds you. Best way to do that IMO is mitigate. If you need a ton of big heals immediately it's not going to really matter how much +hit you have.

Yea, I don't see hit rating as being the top aggro stat. Your top three threat generating abilities are yellow damage, so this is a 95% chance to hit (right?). You've got to like those odds.

I'll have to agree with Vene here. Shield Block value seems to just scale incredibly well. You're going to be dropping more tank-worthy gear for hit rating than you would to gain block value. And with the new raid bosses hitting extremely hard coupled with the fact that they all pretty much have a time limit, you're going to want to have the gear to withstand that damage as well as generate a ton of threat, something you cant really do by stacking hit rating. An 80 hit rating and max block value set would be awesome for trash and such, but it just doesn't seem advisable for raid progression bosses.
